Purpose of the Study: In order to improve the quality of care in NH (nursing homes), the LTCI (Long Term Care Insurance) law requires that the ratio of care workers (including nurses) to residents. Despite substantial regulatory LTCI Law reform, NH has problems of quality of care forresidents. There are only a few studies that directly address the quality of care in NH, even though the NH staff constitutes the core of the care delivery process. The objective of this study was to identify the factorsrelated to the quality of care provided by nursing staff orfrail personsin NH. Methods: The subjects of the sample were NH directors throughout Japan. The data was collected through the postal survey method with paper questionnaires and conducted in August 2007.The study subjects included 1,637 (35%) out of 4,678 directors who had completed the questionnaires. The quality of care was created by sufficient care services and sufficient medical treatment using exploratory factor analysis. A multivariate regression analysis was used to examine the quality of care associated with NH characteristics, staff characteristics, and NH director factors.
